I like the flavor text. His stats are ok but it IS a naval magistrate. If he had dash HR I'd probably play him in Naval Beef just for the force.

You could build a flimsy case upon the fact that as a Naval action the dishonouring doesn't technically cost standard battle tempo. Still pretty dubious with the who 'Two Actions to Kill' thing Magistrates have going on. Due process is such a bother.

hes certainly not bad. Seems like the intended basis for the whole HM magistrate theme. I think that he'll be seem often in that deck, although somewhat relunctantly.

very true Kazu, the tempo of the magistrade deck improve very much with this one.
The scorpion sucess on dishonor thing is because most of them don´t cost actions to make, being reactions or open/limited.
this will help a lot HM decks

8 gold are not the problem if you think that most magistrades are 7 so no big deal, i think that we could remove masako if you run her on any maggy deck

He's a naval magistrate with solid stats... that alone would make him a contender for HM. The fact that he has an unconditional dishonor ability makes him an auto-include for that deck and helps open up a whole slew of options. This guy is what that punter Tsuruchi Fuyu should have been. I'd still like a Mantis Saya-like personality but this is good start.

3 Saya
1 Kakatsu

the 2 Uniques
3X Kaya
3X Ki
3X Eriko
3X Giadyu
3X Moischa

I would also want to work in the Unique Magistrates we get this set too. Maybe cut tghe Scorps altho Saya is Hella Hot
