It looks like AEG is specifically not allowing that with these packs. On their order page if you read down at the bottom it says if you are not attending, do not order. Orders not picked up by the person who placed the order will be shipped after the Euro event. I have several buddies who wanted me to pick this up for them, but it doesn't look like that will be possible unfortunately.

After Gen Con the Summer Con packs (the cards) will be available for sale through the AEG store. The special shirts are for Gen Con attendees only.

Well theoretically they can get one for the kit and one for playing in either the main or second Chance event.
