I was intending to use him in addition to Eriko. We now have the capability of a full Naval Samurai line-up. Up t now this was not possible.

I was thinking of ditching my boxables for Eriko AND Kazuma. But yeah it helps that he doesn't get hit by Winter Storm.

I may know very little about mechanics (and that's a whole lot of very little mind you), but I would think this works well with the new Kaya.
Am I right or wrong?

Right, they finally gave us enough support to make a workable HM deck. Our magistrates are nasty if dealing with dishonored personalities. The problem before EJC was that we don't have much access to unconditional dishonor. Now, we have a walking Allegations minus the bow or send home effects. At least, it's better if you could have a similar ability on both an Action and Personality, makes the deck consistent without relying too much on your hand.

The only problem I see is tempo. It still costs us 2 actions to kill a guy. Also it forces us to set up which telegraphs our moves.
We need to seek out of battle Dishonor tech, or in battle Dishonor+ tech.
By Dishonor+ I mean abilities that do something small AND dishonor your opponent.

I would love to see some more stuff like that.
I do like the Bow or Dishonor Limited Item for HM We are moving in the right direction for a Dishonor Control Deck which has been my Dream Deck for Mantis for a while now. Like Aramasu I was a Scorp player for a bit before I learned of the AWESOMENESS that is Yoritomo.
The reason I loved the AP was the control power of that house. Lets hope HM and the Magistrate theme takes us there again.
We need a Tempo boost of some kind, Perhaps we will see something like a Strike Chain for Magistrates that does something good and fish the next card.

yeah ill agree purge plus the six naval shuggie works well, ecspecially since they have 4 chi. Its not worth it to toss in more spells, dilutes focus, but purge enough is worth it, alhtough the new dishonor punish spell is tempting.

This one. And it doesn't really suck, as many people are saying. If you're using Purge, then it's actually better because it targets any peep that's dishonorable, not just a peep with lower chi (the number of whom will dwindle the more you use Purge )

That thing is horrible.
you have to bow your shugenja to use the ability. It's a bow for a bow. You've expended 2 cards to neutralize 1. Oh and gain 1 honor wee...
Oh yeah, and it's a limited. If it were open you might be able to use it defensively.
