Kobune Port has neat new artwork.
The other two are clearly supportive of Commander themes (though Imperial Artificer obviously helps Kensai as well). Of course, given the prevalence of commanders, everyone can expect to see some combination of these all over the place.

the camp is a really nice card . could I attache a follower in an unpossed battle and then use it to move it to a battle where I am oppossed?

First for the requisite sarcasm and feeding of the snark--

More honestly -- glad to see there will be some transfer options out there. Unless the rules change from SE however, I think the attachment would have to go from between two units at the battle field.

I'm liking the artificer for helping the possibility of using meta cards and not having them clutter my hand when playing against the wrong clans/decks.

They're all good.
Adviser is card draw, and with our attachment heavy theme you practically need 3x of these in the deck. I think this is some of the most solid card draw tech we've had, ever.

I'm not up on the edition rules, what prevents you from shifting from one location to another?
Also, I would keep it around just as a "Straighten" action, or an action to move my unbowed follower off a bowed personality.

"Rule of Location
The Rule of Location: This rule has two parts:
1. Any cards in units must be at the current battlefield to be legally targeted by a Battle action. "
The only exception is if the entire unit is moved by the action. Since this only moves a follower, and not a unit, I don't think you can target people at other battlefields or at home with this.

The problem with using the Imperial Artificer for card draw is that for it to actually be card draw you have to actually have a dead card or a follower in your hand to discard after you attach your follower. IMHO this is going to be a problem because DGC decks are going to be running fewer followers than EHP did because of the follower recursion. DGC decks I think will be best played with around 10 good followers (read big followers here), maybe more if you are running small ashigeru type followers in which case Imperial Artificer x2 may be a good idea, but other than that I don't think we will see it much.
Permanent Encampment on the other hand looks to be excellent for the commander deck, even if I do dearly wish it were a Battle/Open action.

I had 14 followers in my kotei deck, it had something about 42 cards in fate deck... in two games out of 8, I haven't seen any of them.

I would say 10-12 Mid to large followers and like 6 small to mid followers then there is 18 of our 40 fate cards do we have room for Red stuff?

I would say 10 to 12 total followers, they would have to be biggies/province takers while the others are utility (I now cant imagine a military deck with out Imperial Couriers)
But in addition, we will need card draw or stuff to dig through our dynasty to make sure we can see a follower that we can recur asap. Too many followers wont help because of OPT, no more battle stacking.
Also the relative vanilla-ness of our people would requires us to pack a generous amount of navalable strategies.

i believe no!!so in my opinion a good competitive deck not need more than 12 attachments!
